As part of the stimulus plan, $300M has been allocated to incent people to turn in high energy consumption appliances for better rated versions.
These programs will be implemented by each state, and each state will decide how to best craft the program to complement their own goals.
It's not a lot per person, so expect the money to be gone overnight- like the automotive "Cash for Clunkers" incentives did. State programs will be submitted by October 15th, 2009, and approved no later than November 2009.
